How the platform works
Everything the platform does, in the order you meet it: what you can read without an account, what your organisation can send, what the secretariat does with it, and what each status on your submission means.
Visitors
Everything published on the platform is open. No account is needed to read, search, filter or download.
- 01
Read the published practices
Each practice page describes what was done, where, with what result, and which organisation did it. Search the list, or narrow it by region, practice type, organisation type and status.
Open good practices - 02
See who promised what
The commitment registry lists voluntary commitments with their target date and how the progress is measured.
Open the commitment registry - 03
Follow the totals
The dashboard counts published practices, commitments, calls and projects, and breaks them down by region, country, type and theme.
Open the dashboard - 04
Find a document
The resource library holds legislation, conventions, guidelines and policy documents, either as a link to the source or as a PDF you can download.
Open the resource library - 05
Check a certificate
Published practices and commitments may be recognised with a Blue Impact Certificate. Entering the code on it shows what it recognises and whether it is still valid.
Open certificate verification
Nothing on these pages needs an account. Taking part does: register your organisation once, and the forms for your kind open.
Contributing organisations
Public bodies, municipalities, universities, NGOs and companies share what they have done and what they promise to do. One registration covers them all, and the organisation kind you choose decides which forms open.
- 01
Create an account
A name, an email address and a password. The address is the one the review result is sent to.
Go to sign in - 02
Register the organisation
Name, kind, type, country and region. This is done once; every later submission carries it.
Register an organisation - 03
Submit a good practice
Four steps — contact, practice, results, summary — saved as a draft at every step, so you can stop and continue later.
Open the practice form - 04
Register a commitment
What your organisation promises to do, where, by when, and how the progress will be measured. One page, saved as a draft at any time.
Open the commitment form - 05
Present a project that needs finance
What the project needs, how far it has come and what it delivers. Once published it stands next to the open calls.
Open the project form
Every submission gets a reference number and appears in your account. Editorial review takes about 10 working days; the result is sent to the contact address on the submission.
Funders
Ministries, agencies, foundations and programmes that hold a budget publish what they are offering and read what is being asked for.
- 01
Register as a funder
The organisation kind decides which forms open. A funder posts calls; the kind can be corrected on the organisation page at any time.
Register an organisation - 02
Publish a call
What you are offering, who may apply and by when. Applications are received in your own system; the platform publishes the call and links to it.
Open the call form - 03
Read the projects seeking finance
Published projects say what they need, how far they have come and what they deliver for the climate and the coast.
Open funding - 04
Watch the gap
The dashboard's Gaps section names the regions that still have no published practice and no commitment, so you can see where a call would land.
Open the dashboard
A published call stays on the platform after its deadline too, listed as closed; while it is open it counts in the dashboard's open-calls total.
The secretariat
The secretariat reads every submission, decides what is published, and keeps the library and the announcements up to date.
- 01
Every submission is read
A submission is checked for completeness and accuracy, then published, sent back for revision, or not accepted. The reason is always written down.
See the review process - 02
Published work may be certified
After publication the secretariat may issue a Blue Impact Certificate for a practice or a commitment, with a code anyone can check, so a contribution can be shown outside the platform too.
Open certificate verification - 03
Announcements are published here
Calls opening, milestones and platform news are announced on the news page.

Documents are added on request
The library is curated by the secretariat. To suggest a document, send it through the contact form — the topic is already chosen for you.
Suggest a document
The secretariat reads messages during working days. Anything this guide does not answer can be asked directly.
Statuses explained
A submission carries one status at a time. It is shown in your account next to every item, and it is the same word the secretariat sees.
| Status | What it means |
|---|---|
| Draft | Saved but not sent. Only your organisation can see it, and it can be edited and completed at any time. |
| Submitted | Sent to the secretariat and waiting to be picked up. It can no longer be edited. |
| In review | A reviewer is working on it. Editorial review takes about 10 working days. |
| Revision requested | Something is missing or unclear. The note on the row says what; you edit the item and send it again. |
| Published | Live on the public pages. Later corrections go through the secretariat; a practice or commitment may also receive a Blue Impact Certificate. |
| Not accepted | Not accepted for publication. The note on the row gives the reason; a new submission can be made once the reason is addressed. |
Frequently asked questions
- Do I need an account to read the platform?
- No. Practices, commitments, calls, projects, the map, the dashboard and the resource library are open to everyone. An account is only needed to submit something.
- How long does review take?
- Editorial review takes about 10 working days. The result is sent to the contact address on the submission and is shown in your account.
- Can I change a submission after sending it?
- Not while it is waiting or in review. If the secretariat asks for a revision, the item becomes editable again and you send it back through the same form.
- Who can publish a funding call?
- Only an organisation registered as a funder. Every other organisation presents projects that are seeking finance instead. The kind is changed on the organisation page.
- How does a document get into the resource library?
- The secretariat adds it. Send the document or its link through the contact form with the resource topic, and it is assessed like any other suggestion.
- What is the certificate for?
- It is proof that a contribution was reviewed and published. The code on it can be checked by anyone on the verification page, without an account.
